Not at all. It means there are people out there making the world worse. Those people can be dealt with. They can be prosecuted. They can be removed from their positions. They can be replaced with better people. 

 No doubt there is such people, but I don't agree that all incompetence in positions of responsibility is a result of malicious planning.
