 Getting rid of these AoC rules would destroy too many lucrative markets for "illegal sexual stuff" and would defang an ancient control mechanism used by most in power. Lower AoC would impact: Lots of blackmail invalidated, CP loses value, underage prostitution would skyrocket and mafia/intelligence loses lots of leverage. Tabooing the stuff many people are biologically primed for while holding it like a carrot in front of everyone's eyes is just too good of a trauma-based control mechanism. Add in some demonization of the dirty old perpetrator cliche and you can be assured that no one would fight against this system.  
 I know of several cities where these brothels are run mostly to entrap local business people and politicians for blackmail (I know no details, persons involved and exact locations though and I'm not suicidal enough to go into deeper research) in the country I live in. Add in the Dutreux case, Pizzagate, Hollywood, tunnels and mattresses, Epstein. The entire power apparatus in the West depends on keeping it just the way it is while openly cucking us all. Big humilation ritual in a sense.

When people are ready they'll normalise it is more but by then probably you won't know if you're really doing it with the gender you prefer anymore.  
 How about forcing girls into marriage as soon as they start menstruating. That alone would solve over 90 percent of problems. Also do an early life check on anti child marriage activist Fraidy Reiss.  
 Well that's the elephant in the room.  The entire political system has been controlled by blackmail networks since at least the middle of the last century.  It is the system.  For example, Trump was involved with the people doing it long before Epstein came on the scene (i.e. his involvement with Roy Cohn as a young man in New York).  Of course that's not to say that this whole system couldn't decay, and that one day these things are no longer the basis of black markets and blackmail, but that's going to take a while.  There is always the possibility that these things will again be legal and not particularly taboo, as they were before.
