 I typically start at their problem (whatever they care most about) and ask them how they solve it through the existing system.

 I'm not such a Libertarian that I think that the State has no right to declare ANYTHING illegal. But I am enough of a Libertarian to think that they should use their investigative resources to stop the taboo behavior.  Not use their money to cut people off from spending their own money.
