Are AUStriches so easy to herd? I can't imagine there is less than 3% of the adult population that would be radically against this and 3% ... that's 0.03 * 20 million = 600k that will qualify to go to jail soon? If they get jailed, it will radicalize more ...

 Sadly I can't say that I have much hope for the general public but at least tech savvy people will know how to get around this.

 I still say there will always be a place for pirate radio for that reason, non technical for the users.

But it won't work if they sit there broadcasting all day every day, they'll get direction found that way.
