Now that Theresa May is being rehabilitated it's worth remembering this is all just an acceleration of a path her leadership chose:

A pivot in 2016 to make the Brexit voters the basis of a new electoral coalition to gain a majority the Conservatives had been struggling to win before. This meant a new diet of nationalism and anti-elite, anti-expertise right-wing populism. 

All those who followed were simply working through the logical implications of that choice.
