I’m not really able to read the letter, but from what I was able to understand, I’m surprised how technical this letter is. Clearly someone helped put it together. Someone knowledgeable in the details. I think it’s all good Bitcoin is now front and center for congress and the government. Some will be on our side, some won’t. But truth always prevails.

Money transmitting requires "acceptance" AND "transmission" of funds. Due to the nature of bitcoin, non-custodial services never accept users funds because they do not hold the private keys. FinCEN has ruled on this previously and DOJ is arbitrarily redefining what a money transmitter is, creating confusion for American citizens and stifling development.
