 I’m not really able to read the letter, but from what I was able to understand, I’m surprised how technical this letter is. Clearly someone helped put it together. Someone knowledgeable in the details. 

I think it’s all good Bitcoin is now front and center for congress and the government.

 Money transmitting requires "acceptance" AND "transmission" of funds. Due to the nature of bitcoin, non-custodial services never accept users funds because they do not hold the private keys. FinCEN has ruled on this previously and DOJ is arbitrarily redefining what a money transmitter is, creating confusion for American citizens and stifling development.
