using another relay with WoT POW NIP13 all 3 can be turned on  just kept WOT on nostr-realy-nestjs by Cody
all relay dev or someone liek u are doing above 3 plugin soon
cameri doing plugin update  also nostream
golang realay is one file but CACHE a lot not my prefence 

 Yeah, was also testing with Nip-13 but seems like it's not widely implemented yet and rejects most notes. Or was i missing something?

 Yeah true. Only blocking on Pubkey now
