For example, you have people who are actively trafficking humans there and Telegram will do NOTHING about it even though they can read every message and see every photo traded. A different story is when you have a legitimate law enforcement agency telling you children are being trafficked, you go LOOK and see “hey they’re right” and you do nothing about it.
