@fiatjaf is revolutionising some fetching/caching-related areas right now, so things should improve. 
 Are there hashtag feeds? Hashtag+ relay? Hashtag+npub? 
 No, would be a nice option; but I fear that hashtags are too prone to spam for a relay feed, so without a WoT filter or something similar, the rss would be quite pointless.
Instead it could work for a npub, or a private/paid relay. 
 Yes hashtag+npub and maybe relat could be useful, hashtag on public relay not so much

 njump's recent strategy for fetching the latest notes from authors has made RSS feed very fragile. Simply put, njump now prioritizes fetching author notes from the local cache database, but if someone uses njump to open a new note that is not in the cache database before the cache is refreshed, the sorting of the RSS feed is broken and the timeline in the RSS is no longer complete until the cache is refreshed.
