The local community is only 15%, they are the only ones who receive subsidies, it must be understood that the oil is theirs, not the foreigners', their country, their rules. Foreigners with a labor contract have full medical assistance included. The b-side is the Pakistani construction workers who have none of this although it is something that has been mitigated quite a bit.
