Yes. The best fix I've heard of is requiring police to carry personal liability insurance. Insurance companies would have a huge interest in vetting police officers better than most municipalities. The issue is the police unions would use everything in their arsenal to fight against the requirement since it would break the thin blue line. This and ending qualified immunity would radically change policing, though, I really am tired of police as law enforcement versus a more traditional "justifice of the peace" modality and elected sheriffs instead of appointees.
