The regulatory and legal environment around internet-based services and applications has changed considerably over the last decade. When large-scale social networking platforms first became popular in the 2000s, the general attitude toward mass data collection was essentially "why not?". This was the age of Mark Zuckerberg saying the age of privacy is over and Eric Schmidt arguing, "If you have something that you don't want anyone to know, maybe you shouldn't be doing it in the first place." And it made personal sense for them to argue this: every bit of data you can get about others was a potential machine learning advantage for you, every single restriction a weakness, and if something happened to that data, the costs were relatively minor.
