Even an AGI couldn't look at the "totality of the data" @walker - combinatorial explosion is too large, the CPU and/or RAM needed would literally collapse into a black hole.
It's physically impossible, which is why markets and price signals are so important for any system that it sufficiently complex.
I believe I threw the word “maybe” in there? but I appreciate the further clarification — adding even more absurdity to the statements from Powell et al about “totality”.

Plus, human action - the outcome of free will - is not amenable to the statistical analyses that work for the natural sciences.
