Does this public relay only accept events from users with valid nip-05s?
Yes, that's correct, it requires a valid NIP-05. As well has been configured to uniquely hash each note's content. And check the hash for duplicates. So, it's set to only accept the same exact content for the 24hrs. Example, if you're the first to publish a note that simply says "GM" you will be the only person who can publish a note like that for 24hrs 😅
