Government can run its own relay and push all the content from other relays to it while removing what they don't like. Normies will add this relay to their relay list at some point and won't notice if government blocks all their other relays at once (they can just scrap relay IPs from nostr.watch, so both relay 1 and relay 2 will be down). The experience for most people won't change - they are looking for mostly non-political content. Same is not true for big tech social media - either you block it completely, or you don't. That's why it's way more resistant against IP blocking than Nostr.
