Just because someone is being handled, doesn't mean they are aware of it. Some are willing (like Bush Jr), some are coerced (instead of doing prison time),, and others think they are making their own decisions. 

 i doubt he is the willing kind, and probably not the blackmailed kind either (eg trump)
