 Not even close. Snowden quit coming to nostr because it doesn't work well with tor. Nostr can't save you from the NSA. It can save you from getting deplatformed or demonetized. 
 Nostr doesn't work well with tor? It seems like a relay could operate just fine as a hidden service? Afaik websockets should be fine over tor.

Browser based clients on the other hand, probably not so great.

Makes sense, seems like a browser problem not a tor problem. I strongly suspect a native app would work fine.

TLS is redundant for hidden services anyway, but accessing clearnet relays seems like it ought to "just work" unless it's a problem with the cert CN when accessed over tor.
