You said it better than me, my reaction is this is fundamentally backwards.   

 Government can only ever do three things, neither of which ever solves any problem:

- Make something illegal
- Attack someone
- Print money

And usually if one doesn't work they'll try the other two, just in case. And when that doesn't work it's due to how evil the opposition is, they had their hands tied, duh.

 This is such a misstep in morality. Immoral people will produce children and won't raise them.
