 it not about pure technology - abt how citizens in their jurisdictions adopts to policy 
protocol are useless unless people on ground knows to use. people learn is HARDWAY only.  do a survey see how many really those special ones. it will be handful for many non-technical reasons

 true but in this context i was not that pedantic talking about "internet" as a technological term, instead, citing the experience, the result and etc people perceive through it
