They trust the system. Most of them went through socialist indoctrination their entire life. Social systems are for them the pinnacle of life and safety. Too late for them to change idea. The damage is done 

 Well you've also sunk a lifetime of work and savings into that system, and you kinda saw growth out of it, so why would you consider leaving it?
