For OP, I'd add a couple of possible caveats with Start9 would be that the currently the relay would only be accessible via Tor or on your home network. This is true, but they are working on clearnet solutions that i think they hope to deploy early 2024. Otherwise an easy peazy clearnet relay that isnt too expensive look to @cloud fodder 's project

I would check out https://relay.tools/ and pay the subscription for an easy to use, customizable relay that can be public, private, pay to use
i did a little bit of work with that stuff, build some nice deployment tooling, i was supposed to get around to writing a better spam filter plugin for it (needed a new feature to accept non-blacklisted related events to whitelisted npubs) but i have kinda got diverted onto a new full time job
