 I am not sure if he really is free? Just because he is now out of jail, does this mean, the ones who got him in jail in the first place are fine of him being actually be free?

Because of mainly corrupt world politics, I think he is not really free. He has to watch out what he says, where he goes and the same is true for his family. Remember, the US politicians invade entire countries and dictate what to do there. 

Also, you say it took him 14 years to be released. Why was he even in jail? Why did it take 14 whole years to get him seemingly out of it? The answers to these questions give hints about how Julian might have to live his life. 
 Are any of us truly free? I suppose it's on a spectrum. 
 That's a very good question. However, there are people who can say more things than others. There are people whose life is more important than others. The president of US can start wars and still be free. There are others who try to stand up for what's factual justice and are forced to go to jail.

The one thing that really annoys me is that we are so many people and still, a few of them can do what ever they like. We clearly know that their actions are crimes and we were not able to do anything. In the case of Julian, it took 14 years to get him free. Why? 
 Good questions. It is very twisted. The dumb answer is that the whole system is run by a cabal of lizard people.

Closer to reality is probably complex power structures and really bad incentives driving the machine. Human traffickers are allowed to operate but don't pull back the curtain on the corrupt gov't. 
 Just let them have a W for 5 seconds, please.
