the history of this in law as well, long before computer networks, is long and illustrious, yet the brainiacs keep doing it and getting praise and votes for bending the people over for it 
 So before Snowden, would they have admitted this capability exists? I think not. 
 Accidental, or deliberate??? 
 So, who are worse - the feds or the Chinese hackers? I'd feel safer with the hackers.
