I would say that's androgynous rather than gender neutral.  I mean... none of the gender neutral people I know dress like that.  They're rather more... flamboyant, with shades of anarchy.

*shrugs* but I'm no dedicated follower fashion. 😀 I'm sure someone loves them very much!
