Bad guys vote no and good guys vote yes in a referendum to make changes to our constitution. The NGOs will be the only winners. The vote is 14 October. My guess is that 'no' will win - no change to the constitution, but I'm not confident of that guess. Either way, the losing side will think it was rigged
