I'm also going to guess Apple's lawyers haf some back and forth with EU officials to make sure that sticking to webkit for homescreen apps is fine (for now). I think that from a competition point of view it's much more important that the full browser can be swapped, with all its buttons and fancy features, than to worry about what engine renders a web app. Though in the long run there could be concerns there too.
