Including replies to notes? But even then, what’s the time threshold for concluding someone is inactive? 1 month, 3, 6, or? At the moment when a key pair is generated it remains valid indefinitely even if some relays decide to add it to some “inactive” list. That’s my understanding of the issue, isn’t it like that?
I don’t think relays spread public keys. Otherwise you could spam the network
