Quite possibly! The far end of that line is about 60km away. There might be a local POP for some of the schools. The whole bundle got severed when the local fibre was pushed through a couple of years ago. 

See that discarded plastic ring on the ground? That’s from where they had to replace a water pipe just out of frame.
