It is an app to take nots which is free and open source software (FOSS)
Example could be Obsidian. Really nice with the easy to write links to connect notes. 

 I believe Notepad has no permissions 

 Appreciate it... I'm currently testing out Standard Notes 

 That is good for e2ee sharing and sync across devices as I believe the note is kept on their servers.
