The emperors of Rome and their courtiers thought they could import Gothic and German mercenaries to defend themselves against other Goths and Germans, while they continued whoring and feasting and partying. It worked... for a while. 

 I think we're still pretty far off a large enough portion of the population turning up their nose at a fiat payment, this system has too many supporters for it to quit just yet
