The IMEI is the unique identifier of your device, you can not change it. As soon as you use a SIM card / or eSim - these have their own unique IDs as well, which then are associated with your IMEI. Not sure that the obligation to declare phone IMEI will be applied to tourists. Still an onerous situation for Kenyan friends.
