It's a (modestly) commercial work, but it's well published, easily found in full online at low res and it's published and in archives (I bought a 2000-era CD-ROM with it on it, too); I'd be using a small amount; there is zero potential market. If they'd asked $150…maybe even $250, I would have not blinked!
