 Why is it unpopular? Is it not possible? And if it is why aren't we given the option at least?

 I dont track people, because I want to build software that I'd like to use myself, and that I can let my friends use.  However others normalize tracking because they can get a free service, or make profit by selling user data to a 3rd party.  So there's different views, and different incentives.
