Depends in which country they are.
I have, in Spain and in Croatia. When I first used one, it was totally non KYC. Later on, they began to ask for a phone number. I hear lately there may be some form of ID involved, but haven't experienced it because I moved on to other methods. 6-10% premium vs Binance, which is actually not super horrible compared to things like Robosats (but way more expensive than Bisq).

Most require a phone number and have a webcam. You could pay for a cheap eSIM from silent.link using lightning and cover the webcam. But, I'm sure you are leaking other info like IMEI that could ID you.
