 It lets your audience know that you realize you just caused a bunch of ado and are now planning to stop being an asshole. 

 Because if you're ado-ing then you need to indicate when you're stopping. 

 I always took it as a subtle hint to the remainder of the room that may throw in their two sats the shut up and get to it.

It's for effects, I think. Like causing anticipation.

Imo "last but not least" is worse. There's no such expression in Chinese. It sounds like fake politeness.

 It signals to the listener that “the point” is about to be reached, so they should start paying attention now. 

 Wouldn’t it be better to not ramble on and lose the attention of the listener before?
