 This is my friend who is a normal law abiding citizen with a masters degree. He shouldn’t have had any difficulty. 
 If its a brand new account, or very low activity with the first purchase, this is normal.

Just email River, talk to them and get it sorted out. Had this happen to a friend I onboarded recently and got it fixed.  
 Even if they deposited $1k in cash always. That’s activity wouldn’t you think
