I'm not a fan of using PoW as a spam filter because having enough pow on your phone to post will slow down the UX by a lot, and spammers can easily slap a big GPU on their hardware that is 10,000x faster at hashing than your phone
How do these numbers scale? A GPU is an investment while also costing a lot of energy. On average a spammer has to send out way more than an average user as well.

cause you'd end up having to buy some pow anyway why not just use bitcoin.
Use outsourced PoW as a bootstrap mechanism when no WoT is available
You can just use algorithm that is not vulnerable to GPU/FPGA/ASIC offload. See Argon2 or RandomX.
