What if there was a service provider that would take down these cams? You could pay them to take down "your" cam or any number of cams.
So with a monthly subscription to keep sector X free of cams, freedom lovers from other sectors or countries could chip in. As government punishes "vandals", the price might go up but so would the price for the oppressors.
Of course that would require uncensorable communications and payments.
Would they really though? I would bet most are fairly risk averse and would rather just check people in rather than eat into their own income in order to avoid it. There might even be benefits to them in keeping track of their customers the way the government wants to.
How big a group are the shunned? At some point it's worth catering to them.
