I'm beginning to think that providing drug abusers unlimited amounts of cigarettes maybe helpful at harm reduction. 

Cigarettes can definitely cause cancer. But fentanyl and street drugs can definitely cause death. They may be able to reduce their street drug abuse to just occasional use at protected sites..🤔
