Absolutely, and these days they seem to be able to do pretty much as they like, and what can you do anyway if the parents are fuckwits and never do a thing to even attempt to control any of them, SEN or not SEN. This is a big problem now. 

 I’ve talked before about a lad I know whose parents and school just washed their hands when he was statemented. He went from a perfectly normal, bright little boy to a barely-functioning troglodyte playing computer games all day in his bedroom. He’s in his twenties now and absolutely no prospect of gainful employment or a normal life. God knows what will happen to him when his parents retire and downsize. 

 Good God, that’s just scandalous! 

 It is. Such a waste, he was really very smart, great mathematician. 

 The infantilisation of teens/adults is a huge problem. I never thought I'd say this, but despite childhood back in the day being brutal in some respects, it's made me a lot tougher and helped me deal with some serious shite. They aren't being given the tools to deal with reality.

 That's the point. The system doesn't want functionaI adults, it wants a population of dysfunctionaI neurotics utterly dependent on state services. It wants chemically castrated serfdom for the masses. Power wants more power and wants immunity from losing power. 

 And no thought of the future.
