I thought spaces might be “rooms within the building”. If that’s the case, the user shouldn’t have the ability to create a space right? Because only the system admin (the guy accessing the server) can do that 

 Yep, when you click "create space" it sends you to relay.tools. "Rooms" are also a concept in flotilla, but they're really barebones topic-like things that are tied to a relay.
