Yes indeed. But the good thing is we cannot know for sure before any further recipient addresses get identified. For the less technical: A gov wallet got split into two new wallets, one with 99.999% of the funds and the other with 0.001%. Typically that's how it looks when a whale buys a coffee on chain. When a whale wants to sell, he would send 100% to the exchange and not bother to retain 0.001%.
