The Bitcoin transactions executed by the U.S. government yesterday were classified as internal interactions between a potential new custodian.

For now, these coins have not interacted with exchanges and have only been reorganized.

 Yes indeed. But the good thing is we cannot know for sure before any further recipient addresses get identified.

For the less technical: A gov wallet got split into two new wallets, one with 99.999% of the funds and the other with 0.001%. Typically that's how it looks when a whale buys a coffee on chain. When a whale wants to sell, he would send 100% to the exchange and not bother to retain 0.001%.
