Wallet B needs coin selection and being able to spend unconfirmed transactions. Use Wallet B to spend the transaction coming from Wallet A.

Coin control lets you choose the inputs of your transaction. Electrum and Bluewallet have it. For wallets without it, the wallet could also CPFP sweeping all funds. Is RBF not an option for your case?
No, my wallet don't have it I guess. I can't find it on Tangem nor on Safepal. Electrum I heard about it but never looked into it. Blue Wallet I had it installed before for 1 day.
I have never heard of Tangem or Safepal. If you can get the seed of those wallets you can import in into Electrum or Sparrow to do the CPFP. Im not sure if Blue Wallet does CPFP.
