Go to one of these stores that only sell cheap stuff (euro stores, one-dollar stores, or whatever) and look for them there. They're hair ties, you can easily get a package of like 5 of them for 1€, maybe 2€ 

 @748d6504 given that they're sort of complex pokey wire, I'd be surprised if these were used as hair ties.
