 Massless particles such as photons travel at the speed of light in a vacuum because they are governed by the rules of special relativity.  Extensive experiments seem to prove this.

It’s still an observation and special relativity is a theory,  no matter how factual it may seem.  New evidence could come to life that flips it on its head.

But there are mediums that slow light, allowing excited particles to go faster than the light.

 So if particles can be “tricked” into going faster than the speed of light, that technically breaks the special relativity theory.  If we can create environments to trick them into moving faster, than perhaps those environments could exist without human intervention. Once you travel faster than the speed of light, Einstein’s theory breakdown. 
 I used to think so. 
Decades ago, there was a university experiment that made light allegedly go "faster than light" through a tube of radioactive gas (can't find the study).

They said before the entire pulse of light even finished entering the tube it was allegedly 60 ft(m?) away.

THIS article suggests we don't break Einstein's speed limit. We merely slowed light down so particles can move faster than light.

I used to dream that if we could accelerate a light signal faster than the speed of light BEFORE it hit a vacuum, then we could have a very focused interstellar method of communication with less lag.

But this article made me question my understanding (and the author's) of that article/experiment from years ago. 
 Dream?  Are you sure you weren’t downloading thoughts from elsewhere, 😵‍💫😵‍💫😵‍💫. If light can contain information and we are beings of light,  could it be that more advanced beings are sending information? Literally sowing knowledge into electromagnetic waves of light?

 Photons don’t exist independently of observation imo 
 Again,  that’s another theory and some would even say it’s controversial in quantum physics.  While it may be true under certain conditions I think we have a ridiculously limited understanding of what’s actually happening. 

I think to learn the universe, first we need to unlearn. 
 It sounds like bullshit to me, based on our means of "viewing" things on that scale. Its like firing a wall of tennis balls as a sort of sonar where we see things by means of the balls that bounce back & then trying to view a tennis match with it & wondering why the tennis match doesn't continue naturally. 
 I agree. But Even if it’s true,  it’s bizarre and proves further that we don’t understand anything. 
 Scale doesn’t matter, I don’t think anything “physical” has standalone existence.  Physicality is but a representation of an underlying reality but not the reality itself… 
 Now we’re getting somewhere
