This is dependency hell, did a `sudo port install openssh`, and it installs both openssl3 @ 3.1.3_0 and openssl @ 3_13.  Because you just need more [possibly vulnerable] versions of OpenSSL on your system. 

 @2cdb4f27 Does anybody actually maintain MacPorts? Most of the world uses Homebrew because certain Apple management abdicated responsibility for the platform.
