Yes, because it is more of a statement of strength and also because they have always said they felt Taiwan is part of China. 

On top of the fact that if the factory did get destroyed you know China would send a million engineers and construction workers there to fix it in no time. Something that would take the US over a decade and even then it would probably only run at 70 capacity once it was built.
