If the ability to create a bank run doesn't exist, then Bitcoin will suffer the same fate as gold. Individuals at least need a lightning channel to a bank node to have permissionless access to control majority of their wealth. This will protect against large scale fractional reserve banking.

Saylor is talking about government central banks, not private banks. From the greater context of Finney's work and his other views I believe he was talking about a free banking system. These two views look alike on the surface, but are diametrically opposed at their core.

I'm ok with it.. Individuals will still be using BTC. It's still there to use. So too will Bitcoin Lightning continue to mature. You could be using BTC/LN through apps like Strike or LightSpark too. If people understand their bank's digital cash can be frozen and that fact is stated in the contract you as a customer, sign with the bank, then, fine. There will be banks where it's stated they will have no power to freeze your funds. It'll be a competitive advantage. Of course, we can't have the two tiered Justice system. This has to be abolished along with the DemoRINO Marxist UniParty.
