But really wouldn't surprise me if many governments gave Cloudflare good deals on DC/IX space and connections in return for some under-the-table deals.

I mean the US has pretty much been proven to capture traffic from all their undersea cables (during the snowden leaks iirc)

 @Quad @7e00ff73 I don't think there's a need for under-the-table deals, state-surveillance is USA is all too legal (see Cloud Act and Patriot Act).
But it provides a prime position, after all it means unencrypted traffic.
