BlueSky is not decentralized at all. 

 It's just built atop the AT Protocol, which can enable a Mastodon like Fediverse

But even that's not really decentralized, because your instance owner can kick you out

yes, you can run your own PDS but you have extreme limitations because everyone connects to their hub (which sets the rules), it's way less decentralized than even mastodon
